Rescues as Isaac floods outside New Orleans

NEW ORLEANS (AP) ? Isaac poured unrelenting rain Thursday, flooding areas north and south of New Orleans even as the city's fortified defenses held and forcing officials to launch speedy evacuation and rescue efforts in the face of fast-rising waters.

Along the shores of Lake Ponchartrain, near New Orleans, officials sent scores of buses and dozens of high-water vehicles to help evacuate about 3,000 people as rising waters lapped against houses and left cars stranded. Floodwaters rose waist-high in some neighborhoods, and the Louisiana National Guard was working with sheriff's deputies to rescue people stranded in their homes.

Even as Isaac weakened on its slow trek inland, it continued to spin off life-threatening weather including storm surges, inland flooding from torrential rain and potential tornadoes. Nearly half of Louisiana electrical customers lost power and another 150,000 were out in neighboring Mississippi.

A Coast Guard helicopter hoisted a couple and their dogs early Thursday from a home in LaPlace, between the Mississippi River and Lake Ponchartrain, after storm surge poured into their neighborhood and local authorities called for help. The couple was taken to New Orleans and reported in good condition.

"The husband and wife and their two dogs were in an area where a lot of houses washed away," said Lt. Cmdr. Jorge Porto. "They used a flashlight inside the house as a signaling device, which made all the difference in locating them effectively."

The floodwaters "were shockingly fast-rising, from what I understand from talking to people," Lt. Gov. Jay Dardenne said. "It caught everybody by surprise."

A tow truck driver was killed Thursday morning when a tree fell on his truck in Picayune, Miss., just across the state line from Louisiana. Authorities said Isaac was causing heavy rain and strong winds at the time. They did not release the man's name.

President Barack Obama declared federal emergencies in Louisiana and Mississippi late Wednesday, allowing federal aid to be freed up for affected areas.

Isaac arrived seven years after Hurricane Katrina and passed slightly to the west of New Orleans, where the city's fortified levee system easily handled the assault.

"Unfortunately, that's not been the case for low-lying areas outside the federal system, in particular lower Jefferson and Plaquemines parishes," said Louisiana Democratic U.S. Sen. Mary Landrieu. "Hurricane Isaac has reinforced for us once again just how vulnerable these critical areas are. We must re-engage the Corps of Engineers on this."

Jerry Larpenter, sheriff in nearby Terrebonne Parish, said he thinks the storm's impact took many by surprise.

"I think a lot of people were caught with their pants down," he said. "This storm was never predicted right since it entered the Gulf. It was supposed to go to Florida, Panama City, Biloxi, New Orleans. We hope it loses its punch once it comes in all the way."

Louisiana's Public Service Commission said 901,000 homes and businesses around the state ? about 47 percent of all customers ? were without power Thursday. Utility company Entergy said that included about 157,000 in New Orleans.

New Orleans' biggest problems seemed to be downed power lines, scattered tree limbs and minor flooding. One person was reported killed, compared with 1,800 deaths from Katrina in Louisiana and Mississippi. And police reported few problems with looting. New Orleans Mayor Mitch Landrieu ordered a dusk-to-dawn curfew.

But in Plaquemines Parish, a sparsely populated area south of the city that is outside the federal levee system, dozens of people were stranded in flooded coastal areas and had to be rescued. The storm pushed water over an 18-mile levee and put so much pressure on it that authorities planned to intentionally puncture the floodwall to relieve the strain.

Officials rushed to evacuate more than 100 nursing home residents from Plaquemines Parish, an area with a reputation for residents hunkering down to weather storms and perhaps the hardest hit by Isaac. In this hardscrabble, mostly rural parish, even the sick and elderly are hardened storm veterans.

"I don't think we had to evacuate to begin with," said Romaine Dahl, 59, as he sat in a wheelchair. "The weather was a hell of a lot worse last night than it is now. And I got an idea that after all this is said and done they're going to say everything is over with, go on back home."

Other residents in the Riverbend Nursing and Rehabilitation Center were loaded into ambulances and taken to a nearby naval station. Residents had their names and birth dates attached to their shirts.

Josephine King, 84, handled the move well, waiting in a wheelchair. "I'm feeling good," she said.

By midafternoon Wednesday, Isaac had been downgraded to a tropical storm. The Louisiana National Guard ceased rescue operations in Plaquemines Parish, saying it felt confident it had gotten everyone out. There were no serious injuries. National Guard spokesman Capt. Lance Cagnolatti said guardsmen would stay in the area over the coming days to help.

By early Thursday, Isaac's maximum sustained winds had decreased to 45 mph and the National Hurricane Center said it was expected to become a tropical depression by Thursday night, meaning its top sustained winds would drop below 39 mph. The storm's center was on track to cross Arkansas on Friday and southern Missouri on Friday night, spreading rain as it goes.

Forecasters expected Isaac to move farther inland over the next several days, dumping rain on drought-stricken states across the nation's midsection before finally breaking up over the weekend.

Even at its strongest, the storm was far weaker than Hurricane Katrina, which at its peak was a Category 5 and hit New Orleans as a Category 3. Isaac came ashore late Tuesday as a Category 1 hurricane, with 80 mph winds near the mouth of the Mississippi River. It drove a wall of water nearly 11 feet high inland. Because Isaac's coiled bands of rain and wind were moving at only 5 mph ? about the pace of a brisk walk ? the threat of storm surges and flooding was expected to linger Thursday as the immense system crawled across Louisiana.

The storm knocked out power to as many as 700,000 people, stripped branches off trees and flattened fields of sugar cane so completely that they looked as if a tank had driven over them.

In coastal Mississippi, officials used small motorboats Wednesday to rescue at least two dozen people from a neighborhood Isaac flooded in Pearlington. In addition, the National Weather Service said there were reports of at least three possible tornadoes touching down in coastal counties. No injuries were reported.

None of the reports had been confirmed. Until the weather clears, there is no way for survey teams to assess the area to determine whether damage was done by tornadoes or straight-line winds, said NWS Meteorologist Shawn O'Neil.

Back in New Orleans, the storm canceled remembrance ceremonies for those killed by Katrina. Since that catastrophe, the city's levee system has been bolstered by $14 billion in federal repairs and improvements. The bigger, stronger levees were tested for the first time by Hurricane Gustav in 2008.

In Vermilion Parish, a 36-year-old man died after falling 18 feet from a tree while helping friends move a vehicle ahead of the storm. Deputies did not know why he climbed the tree.

The storm stalled for several hours before resuming a crawl inland, and forecasters said that was in keeping with its erratic history. The slow motion over land means Isaac could be a major soaker, dumping up to 20 inches of rain in some areas. New Orleans reported at about 10 inches in some places as rain continued to fall late Wednesday.

As hard wind and heavy rain pelted Melba Leggett-Barnes' home in the Lower 9th Ward, an area leveled during Katrina, she felt more secure than she did seven years ago.

"I have a hurricane house this time," said Barnes, who has been living in her newly rebuilt home since 2008. She and her husband, Baxter Barnes, were among the first to get a home through Brad Pitt's Make It Right program.

Her yellow house with a large porch and iron trellis was taking a beating but holding strong.

"I don't have power, but I'm all right," said Barnes, a cafeteria worker for the New Orleans school system.

Mr. Chairman, delegates, and fellow citizens: I am honored by the support of this convention for vice president of the United States.

I accept the duty to help lead our nation out of a jobs crisis and back to prosperity? and I know we can do this.

I accept the calling of my generation to give our children the America that was given to us, with opportunity for the young and security for the old - and I know that we are ready.

Our nominee is sure ready. His whole life has prepared him for this moment? to meet serious challenges in a serious way, without excuses and idle words. After four years of getting the run-around, America needs a turnaround, and the man for the job is Governor Mitt Romney.

I'm the newcomer to the campaign, so let me share a first impression. I have never seen opponents so silent about their record, and so desperate to keep their power.

They've run out of ideas. Their moment came and went. Fear and division are all they've got left.

With all their attack ads, the president is just throwing away money? and he's pretty experienced at that. You see, some people can't be dragged down by the usual cheap tactics, because their ability, character, and plain decency are so obvious? and ladies and gentlemen, that is Mitt Romney.

For my part, your nomination is an unexpected turn. It certainly came as news to my family, and I'd like you to meet them: My wife Janna, our daughter Liza, and our boys Charlie and Sam.

The kids are happy to see their grandma, who lives in Florida. There she is? my Mom, Betty.

My dad, a small-town lawyer, was also named Paul. Until we lost him when I was 16, he was a gentle presence in my life. I like to think he'd be proud of me and my sister and brothers, because I'm sure proud of him and of where I come from, Janesville, Wisconsin.

I live on the same block where I grew up. We belong to the same parish where I was baptized. Janesville is that kind of place.

The people of Wisconsin have been good to me. I've tried to live up to their trust. And now I ask those hardworking men and women, and millions like them across America, to join our cause and get this country working again.

When Governor Romney asked me to join the ticket, I said, "Let's get this done"? and that is exactly, what we're going to do.

President Barack Obama came to office during an economic crisis, as he has reminded us a time or two. Those were very tough days, and any fair measure of his record has to take that into account. My home state voted for President Obama. When he talked about change, many people liked the sound of it, especially in Janesville, where we were about to lose a major factory.

A lot of guys I went to high school with worked at that GM plant. Right there at that plant, candidate Obama said: "I believe that if our government is there to support you. this plant will be here for another hundred years." That's what he said in 2008.

Well, as it turned out, that plant didn't last another year. It is locked up and empty to this day. And that's how it is in so many towns today, where the recovery that was promised is nowhere in sight.

Right now, 23 million men and women are struggling to find work. Twenty-three million people, unemployed or underemployed. Nearly one in six Americans is living in poverty. Millions of young Americans have graduated from college during the Obama presidency, ready to use their gifts and get moving in life. Half of them can't find the work they studied for, or any work at all.

So here's the question: Without a change in leadership, why would the next four years be any different from the last four years?

The first troubling sign came with the stimulus. It was President Obama's first and best shot at fixing the economy, at a time when he got everything he wanted under one-party rule. It cost $831 billion? the largest one-time expenditure ever by our federal government.

It went to companies like Solyndra, with their gold-plated connections, subsidized jobs, and make-believe markets. The stimulus was a case of political patronage, corporate welfare, and cronyism at their worst. You, the working men and women of this country, were cut out of the deal.

What did the taxpayers get out of the Obama stimulus? More debt. That money wasn't just spent and wasted? it was borrowed, spent, and wasted.

Maybe the greatest waste of all was time. Here we were, faced with a massive job crisis - so deep that if everyone out of work stood in single file, that unemployment line would stretch the length of the entire American continent. You would think that any president, whatever his party, would make job creation, and nothing else, his first order of economic business.

But this president didn't do that. Instead, we got a long, divisive, all-or-nothing attempt to put the federal government in charge of health care.

Obamacare comes to more than two thousand pages of rules, mandates, taxes, fees, and fines that have no place in a free country.

The president has declared that the debate over government-controlled health care is over. That will come as news to the millions of Americans who will elect Mitt Romney so we can repeal Obamacare.

And the biggest, coldest power play of all in Obamacare came at the expense of the elderly.

You see, even with all the hidden taxes to pay for the health care takeover, even with new taxes on nearly a million small businesses, the planners in Washington still didn't have enough money. They needed more. They needed hundreds of billions more. So, they just took it all away from Medicare. Seven hundred and sixteen billion dollars, funneled out of Medicare by President Obama. An obligation we have to our parents and grandparents is being sacrificed, all to pay for a new entitlement we didn't even ask for. The greatest threat to Medicare is Obamacare, and we're going to stop it.

In Congress, when they take out the heavy books and wall charts about Medicare, my thoughts go back to a house on Garfield Street in Janesville. My wonderful grandma, Janet, had Alzheimer's and moved in with Mom and me. Though she felt lost at times, we did all the little things that made her feel loved.

We had help from Medicare, and it was there, just like it's there for my mom today. Medicare is a promise, and we will honor it. A Romney-Ryan administration will protect and strengthen Medicare, for my mom's generation, for my generation, and for my kids and yours.

So our opponents can consider themselves on notice. In this election, on this issue, the usual posturing on the left isn't going to work. Mitt Romney and I know the difference between protecting a program, and raiding it. Ladies and gentlemen, our nation needs this debate. We want this debate. We will win this debate.

Obamacare, as much as anything else, explains why a presidency that began with such anticipation now comes to such a disappointing close.

It began with a financial crisis; it ends with a job crisis.

It began with a housing crisis they alone didn't cause; it ends with a housing crisis they didn't correct.

It began with a perfect Triple-A credit rating for the United States; it ends with a downgraded America.

It all started off with stirring speeches, Greek columns, the thrill of something new. Now all that's left is a presidency adrift, surviving on slogans that already seem tired, grasping at a moment that has already passed, like a ship trying to sail on yesterday's wind.

President Obama was asked not long ago to reflect on any mistakes he might have made. He said, well, "I haven't communicated enough." He said his job is to "tell a story to the American people"? as if that's the whole problem here? He needs to talk more, and we need to be better listeners?

Ladies and gentlemen, these past four years we have suffered no shortage of words in the White House. What's missing is leadership in the White House. And the story that Barack Obama does tell, forever shifting blame to the last administration, is getting old. The man assumed office almost four years ago? isn't it about time he assumed responsibility?

In this generation, a defining responsibility of government is to steer our nation clear of a debt crisis while there is still time. Back in 2008, candidate Obama called a $10 trillion national debt "unpatriotic"? serious talk from what looked to be a serious reformer.

Yet by his own decisions, President Obama has added more debt than any other president before him, and more than all the troubled governments of Europe combined. One president, one term, $5 trillion in new debt.

He created a bipartisan debt commission. They came back with an urgent report. He thanked them, sent them on their way, and then did exactly nothing.

Republicans stepped up with good-faith reforms and solutions equal to the problems. How did the president respond? By doing nothing? nothing except to dodge and demagogue the issue.

So here we are, $16 trillion in debt and still he does nothing. In Europe, massive debts have put entire governments at risk of collapse, and still he does nothing. And all we have heard from this president and his team are attacks on anyone who dares to point out the obvious.

They have no answer to this simple reality: We need to stop spending money we don't have.

My dad used to say to me: "Son. You have a choice: You can be part of the problem, or you can be part of the solution." The present administration has made its choices. And Mitt Romney and I have made ours: Before the math and the momentum overwhelm us all, we are going to solve this nation's economic problems.

And I'm going to level with you: We don't have that much time. But if we are serious, and smart, and we lead, we can do this.

After four years of government trying to divide up the wealth, we will get America creating wealth again. With tax fairness and regulatory reform, we'll put government back on the side of the men and women who create jobs, and the men and women who need jobs.

My mom started a small business, and I've seen what it takes. Mom was 50 when my dad died. She got on a bus every weekday for years, and rode 40 miles each morning to Madison. She earned a new degree and learned new skills to start her small business. It wasn't just a new livelihood. It was a new life. And it transformed my mom from a widow in grief to a small businesswoman whose happiness wasn't just in the past. Her work gave her hope. It made our family proud. And to this day, my mom is my role model.

Behind every small business, there's a story worth knowing. All the corner shops in our towns and cities, the restaurants, cleaners, gyms, hair salons, hardware stores? these didn't come out of nowhere. A lot of heart goes into each one. And if small businesspeople say they made it on their own, all they are saying is that nobody else worked seven days a week in their place. Nobody showed up in their place to open the door at five in the morning. Nobody did their thinking, and worrying, and sweating for them. After all that work, and in a bad economy, it sure doesn't help to hear from their president that government gets the credit. What they deserve to hear is the truth: Yes, you did build that.

We have a plan for a stronger middle class, with the goal of generating 12 million new jobs over the next four years.

In a clean break from the Obama years, and frankly from the years before this president, we will keep federal spending at 20 percent of GDP, or less. That is enough. The choice is whether to put hard limits on economic growth, or hard limits on the size of government, and we choose to limit government.

I learned a good deal about economics, and about America, from the author of the Reagan tax reforms? the great Jack Kemp. What gave Jack that incredible enthusiasm was his belief in the possibilities of free people, in the power of free enterprise and strong communities to overcome poverty and despair. We need that same optimism right now.

And in our dealings with other nations, a Romney-Ryan administration will speak with confidence and clarity. Wherever men and women rise up for their own freedom, they will know that the American president is on their side. Instead of managing American decline, leaving allies to doubt us and adversaries to test us, we will act in the conviction that the United States is still the greatest force for peace and liberty that this world has ever known.

President Obama is the kind of politician who puts promises on the record, and then calls that the record. But we are four years into this presidency. The issue is not the economy as Barack Obama inherited it, not the economy as he envisions it, but this economy as we are living it.

College graduates should not have to live out their 20s in their childhood bedrooms, staring up at fading Obama posters and wondering when they can move out and get going with life. Everyone who feels stuck in the Obama economy is right to focus on the here and now. And I hope you understand this too, if you're feeling left out or passed by: You have not failed, your leaders have failed you.

None of us have to settle for the best this administration offers? a dull, adventureless journey from one entitlement to the next, a government-planned life, a country where everything is free but us.

Listen to the way we're spoken to already, as if everyone is stuck in some class or station in life, victims of circumstances beyond our control, with government there to help us cope with our fate.

It's the exact opposite of everything I learned growing up in Wisconsin, or at college in Ohio. When I was waiting tables, washing dishes, or mowing lawns for money, I never thought of myself as stuck in some station in life. I was on my own path, my own journey, an American journey where I could think for myself, decide for myself, define happiness for myself. That's what we do in this country. That's the American Dream. That's freedom, and I'll take it any day over the supervision and sanctimony of the central planners.

By themselves, the failures of one administration are not a mandate for a new administration. A challenger must stand on his own merits. He must be ready and worthy to serve in the office of president.

We're a full generation apart, Governor Romney and I. And, in some ways, we're a little different. There are the songs on his iPod, which I've heard on the campaign bus and on many hotel elevators. He actually urged me to play some of these songs at campaign rallies. I said, I hope it's not a deal-breaker Mitt, but my playlist starts with AC/DC, and ends with Zeppelin.

A generation apart. That makes us different, but not in any of the things that matter. Mitt Romney and I both grew up in the heartland, and we know what places like Wisconsin and Michigan look like when times are good, when people are working, when families are doing more than just getting by. And we both know it can be that way again.

We've had very different careers? mine mainly in public service, his mostly in the private sector. He helped start businesses and turn around failing ones. By the way, being successful in business? that's a good thing.

Mitt has not only succeeded, but succeeded where others could not. He turned around the Olympics at a time when a great institution was collapsing under the weight of bad management, overspending, and corruption? sounds familiar, doesn't it?

He was the Republican governor of a state where almost nine in 10 legislators are Democrats, and yet he balanced the budget without raising taxes. Unemployment went down, household incomes went up, and Massachusetts, under Mitt Romney, saw its credit rating upgraded.

Mitt and I also go to different churches. But in any church, the best kind of preaching is done by example. And I've been watching that example. The man who will accept your nomination tomorrow is prayerful and faithful and honorable. Not only a defender of marriage, he offers an example of marriage at its best. Not only a fine businessman, he's a fine man, worthy of leading this optimistic and good-hearted country.

Our different faiths come together in the same moral creed. We believe that in every life there is goodness; for every person, there is hope. Each one of us was made for a reason, bearing the image and likeness of the Lord of Life.

We have responsibilities, one to another? we do not each face the world alone. And the greatest of all responsibilities, is that of the strong to protect the weak. The truest measure of any society is how it treats those who cannot defend or care for themselves.

Each of these great moral ideas is essential to democratic government? to the rule of law, to life in a humane and decent society. They are the moral creed of our country, as powerful in our time, as on the day of America's founding. They are self-evident and unchanging, and sometimes, even presidents need reminding, that our rights come from nature and God, not from government.

The founding generation secured those rights for us, and in every generation since, the best among us have defended our freedoms. They are protecting us right now. We honor them and all our veterans, and we thank them.

The right that makes all the difference now, is the right to choose our own leaders. And you are entitled to the clearest possible choice, because the time for choosing is drawing near. So here is our pledge.

We will not duck the tough issues, we will lead.

We will not spend four years blaming others, we will take responsibility.

We will not try to replace our founding principles, we will reapply our founding principles.

The work ahead will be hard. These times demand the best of us? all of us, but we can do this. Together, we can do this.

We can get this country working again. We can get this economy growing again. We can make the safety net safe again. We can do this.

Whatever your political party, let's come together for the sake of our country. Join Mitt Romney and me. Let's give this effort everything we have. Let's see this through all the way. Let's get this done.

'Locked-in' man dies after legal bid to end life

A man left paralysed but fully conscious and aware of his predicament died Wednesday, days after losing a legal bid to end his life of "pure torture", his lawyers and family said.

Tony Nicklinson, 58, who had locked-in syndrome after suffering a stroke on a business trip to Athens in 2005, died of natural causes, his family said.

On August 16, High Court judges dismissed his legal plea for the right to die, unanimously ruling that it would be wrong to depart from a precedent that equates voluntary euthanasia with murder.

After the verdict Nicklinson broke down in tears, saying he was "devastated" by the decision.

Nicklinson's family said Wednesday that he died peacefully at their home in Melksham, western England, at 10:00 am (0900 GMT) following a rapid deterioration in his health after contracting pneumonia.

Wiltshire Police said they were not involved in dealing with the death and neither was the coroner, suggesting it was not suspicious.

"He has been visited regularly by the doctor and the doctor will be signing the death certificate," a spokesman said.

A message from Nicklinson's family on his Twitter account read: "Before he died, he asked us to tweet: 'Goodbye world the time has come, I had some fun'."

Another message read: "Thank you for your support over the years. We would appreciate some privacy at this difficult time. Love, Jane, Lauren and Beth".

Wife Jane added her own tweet, saying she had "lost the love of my life".

In a statement issued by his lawyer after the ruling last week, Nicklinson said: "I am saddened that the law wants to condemn me to a life of increasing indignity and misery."

The three judges had described the case as "deeply moving and tragic", and Nicklinson's predicament as "terrible".

But they unanimously agreed that it would be wrong for the court to depart from the long-established legal position that "voluntary euthanasia is murder, however understandable the motives may be".

They ruled the current law did not breach human rights and it was for parliament, not the courts, to decide whether it should be changed.

Nicklinson's wife Jane, standing by her tearful husband at their home last week, described the decision as "one-sided".

"You can see from Tony's reaction he's absolutely heartbroken," she said.

At the time she said they would appeal the decision. Asked what would happen if the appeal failed, she said: "Tony either has to carry on like this until he dies from natural causes or by starving himself."

USDA eyes whether tainted beef entered food supply - KWQC-TV6 ...

FRESNO, Calif. (AP) - Federal regulators who shut down a Central California slaughterhouse after receiving an animal welfare video were investigating Tuesday whether beef from sick cows reached the human food supply.

The video appears to show workers bungling the slaughter of cows struggling to walk and even stand. Under federal regulations, sick animals cannot be slaughtered for human consumption.

The investigation will determine whether sick cows were slaughtered and whether meat products from the company should be recalled, a spokesman for the USDA Food Safety Inspection Service said.

The agency suspended operations Monday at Central Valley Meat Co. in Hanford after receiving the video Friday from the animal welfare group Compassion Over Killing. The footage shows animals bleeding and thrashing after being repeatedly shot in the head with a pneumatic gun in unsuccessful efforts to render them unconscious for slaughter.

Federal regulations say that to avoid unnecessary suffering during slaughter, animals must be rendered unconscious by a single shot to the head from a pneumatic gun that fires a bolt through the skull to pierce the brain.

The USDA said late Tuesday that it found evidence of inhumane practices on the video, but the footage did not indicate beef from sick cattle got into the food system. However, the investigation is continuing.

"We have not substantiated a food safety violation at this time. We are aggressively continuing to investigate the allegations," said Al Almanza, administrator of the Food Safety and Inspection Service.

In-N-Out Burger, a fast food chain, severed its ties with the company after learning about the situation. Mark Taylor, chief operating officer, said Tuesday the company acted immediately upon becoming aware of it.

"In-N-Out Burger would never condone the inhumane treatment of animals and all of our suppliers must agree to abide by our strict standards for the humane treatment of cattle," Taylor said to The Associated Press in a written statement.

In-N-Out's agreement with suppliers also prohibits companies from shipping beef from sick animals.

Central Valley Meat Co., owned by Brian and Lawrence Coelho, declined to comment on the video, saying company officials had not seen it. On Tuesday, the company hired a public relations firm that issued a statement saying Central Valley Meat Co. is cooperating with investigators.

"Central Valley Meat takes these issues very seriously and is now developing a plan of action to present to (the Food Safety Inspection Service) to remedy any potential violations of USDA guidelines," the statement said. "Based on our own investigation and 30 years of producing safe, high-quality US beef, we are confident these concerns pose no food safety issues."

The video taken by an undercover investigator for Compassion Over Killing shows cattle lying in pens unable to move, and at least one unable to stand to leave a stock transportation trailer.

Some clips show cattle with swollen udders that are unable to keep their legs under them. Other footage shows a downed cow trembling and unable to stand even as workers try to pull her up by the tail.

Within hours of seeing the video, the USDA's Office of Inspector General sent investigators who found evidence of "egregious inhumane handling and treatment of livestock." The possibility that animals were being inhumanely treated caused officials to shut down the plant while the investigation unfolds.

The USDA had at least two inspectors stationed at the site, and federal officials, when asked whether there was evidence the inspectors had neglected their duties, said the investigation is ongoing.

The USDA received hours of videotape from the Washington D.C.-based animal welfare group, which said its undercover investigator was employed by the slaughterhouse and made the video over a two-week period in June and early July.

Four minutes of excerpts the animal welfare group provided to The Associated Press showed cows being prepared for slaughter. One worker appears to be suffocating a cow by standing on its muzzle after a gun that injects a bolt into the animal's head had failed to render it unconscious.

In another clip, a cow is still conscious and flailing as a conveyor lifts it by one leg for transport to an area where the animals' throats are slit for blood draining.

"The horror caught on camera is sickening," said Erica Meier, executive director of Compassion Over Killing. "It's alarming that this is not only a USDA-inspected facility but a supplier to the USDA."

Online USDA records show the company has contracted to sell ground beef to USDA food programs.

"It's a good sign that the USDA is taking this seriously, but I want to see what comes next," said Meier of Compassion Over Killing, adding the video will be posted on the organization's website.

The case is reminiscent of a 2008 undercover operation by the Humane Society of the United States at the Hallmark slaughter plant in Chino that led to the largest-ever recall of beef and the conviction of two people found to have treated cows cruelly. In that case, video showed downed cows being prodded with a folk lift.

'Maars' Volcanoes: Research Seeks to Understand Strange Eruptions

Maars are not your typical volcanoes.

These explosive geological oddities don't form neat, cone-shaped mountains. Rather, they can crop up just about anywhere within certain volcanically active areas. Maars are created when a rising plume of magma interacts with underground water, creating a mixture that bursts out of the ground without much warning.

To get a better idea of where and when these eruptions might strike, Greg Valentine, a researcher at SUNY Buffalo, is trying to recreate his own miniature maars.

A better understanding of this phenomenon could lead to better warnings before explosions, and could also help geologists locate hidden sources of diamonds, which can form in maars, Valentine said.

The problem is, there are very little data on maar eruptions, which happen worldwide about once every 20 years, he said. They are also short-lived; after forming, they are active for a few weeks to a few years before disappearing.

Mimicking maars

Valentine recently performed a series of experiments in which he did his best to mimic a maar: he buried explosives, filmed their detonation and carefully sifted through the resulting craters, he told OurAmazingPlanet.

He found that the width of the explosion crater was not directly linked to the size of the explosion. For example, a crater with a small width did not necessarily mean the explosion was small.

"From a hazards perspective, we want to know about the energy of the individual explosions," Valentine said. That's because it's the energy measure most relevant to how much damage to a blast is likely to inflict on nearby buildings or people.

For example, one high-energy explosion is more dangerous than, say, three separate explosions collectively as powerful, he said. Larger explosions are more likely to launch large rocks and create bigger shock waves.

However, the shape of a crater does give some information about the nature of a maar's blast.

In one experiment, Valentine buried one pound of explosives, mostly TNT. After it blew, it left behind a coned-shaped crater. In another experiment he detonated three explosives in the same spot, one after another, each one-third of a pound. The result was a bowl-shaped hole, he said. But both had roughly the same width.

"You can't use the diameter of a crater produced by multiple explosions to estimate energy of individual explosions," he said. "But you can use the shape of the crater. We went back to these pads and carefully excavated them, similar to what an archaeologist would do." His results have yet to be published in a journal, he said.

Diamonds in the maar

Maar eruptions create structures beneath the Earth's surface called diatremes, which are an important source of diamonds around the world. That's because maars are occasionally formed by a specific type of molten rock known as kimberlite, in which diamonds form. Learning more about how diatremes form could help locate diamonds, Valentine said.

Valentine is planning more complex experiments, including using a mixture of magma and water, rather than explosives, to better simulate a maar. ?

Although maars aren't extremely common, their unpredictable nature could make them quite destructive. Just like stratovolcanoes such as Mount St. Helen's, maars can form pyroclastic flows of superheated gas and rock, or throw up clouds of fine-grained ash that could affect air traffic, like Iceland's Eyjafjallaj?kull volcano.

Recent maars have occurred in relatively unpopulated areas, such as Alaska. But they have the potential to form and wreak havoc in several well-populated regions, including Japan, Mexico City and Flagstaff, Ariz.

'Top Gun' director dies after jumping off bridge

LOS ANGELES (AP) ? Tony Scott, director of such Hollywood hits as "Top Gun," ''Days of Thunder" and "Beverly Hills Cop II," died Sunday after jumping from a Los Angeles County bridge, authorities said.

The 68-year-old Scott's death was being investigated as a suicide, Los Angeles County Coroner's Lt. Joe Bale said.

"I can confirm that Tony Scott has passed away. The family asks that their privacy is respected at this time," Scott's spokesman, Simon Halls, said in a statement.

Several people called 911 around 12:35 p.m. to report that someone had jumped from the Vincent Thomas Bridge spanning San Pedro and Terminal Island in Los Angeles Harbor, according to Los Angeles police Lt. Tim Nordquist.

A dive team with Los Angeles Port Police pulled the body from the murky water several hours later, Nordquist said. Scott's body was taken to a dock in Wilmington and turned over to the county coroner's office.

One lane of the eastbound side of the bridge was closed to traffic during the investigation. Cargo vessels moved at reduced speeds through the east side of the port's main channel during the search, said Los Angeles Fire Department spokesman Brian Humphrey.

Investigators found a note in Scott's black Toyota Prius, which was parked on the bridge, according to the Los Angeles Times. That note listed contact information. A suicide note was later found at his office.

The British-born Scott, who lived in Beverly Hills, was producer and director Ridley Scott's younger brother. Distinct visual styles mark both siblings' films ? Ridley Scott mastering the creation of entire worlds with such films as "Gladiator," ''Blade Runner," ''Alien" and this year's "Prometheus," Tony Scott known for hyper-kinetic action and editing on such films as his most recent, the runaway train thriller "Unstoppable," starring regular collaborator Denzel Washington.

Scott was a thrill-seeker himself in his personal life, an avid rock climber who also liked driving fast cars and motorcycles. Still, filmmaking was his real thrill.

"The biggest edge I live on is directing. That's the most scary, dangerous thing you can do in your life," Scott said in an interview for his 1995 naval adventure "Crimson Tide." ''The scariest thing in my life is the first morning of production on all my movies. It's the fear of failing, the loss of face and a sense of guilt that everybody puts their faith in you and not coming through."

Tony was the first of the Scott brothers to enjoy blockbuster success with "Top Gun," starring Tom Cruise, the top-grossing film of 1986 at $176 million. Scott teamed with Cruise again four years later on the hit "Days of Thunder." He also had a sequel to "Top Gun" in development.

But Ridley Scott later managed more and bigger hits than his brother and earned a level of critical respect never achieved by Tony Scott. "Gladiator" won the best-picture Academy Award for 2000 and earned Ridley Scott one of his three best-director nominations; Tony Scott never was in the running for an Oscar, and critics often slammed his movies for emphasizing style over substance.

Even Scott admitted that it was a challenge to infuse drama into some of his scenarios ? for example, cars racing in circles in "Days of Thunder." In an interview for that 1990 summer hit, Scott was blunt about where some of the ideas came from.

"I went back and I stole from all race movies to date," Scott said. "I took the better elements, then tried to build on them. Really, the speed, the energy and the placement of the audience inside some of the cars came in the editing room. ...

"I'm always pushing for something new and fresh in the way things are shot, and the rest happens in the editing room. ... The real speed comes from the cutters and what they do with the celluloid."

While Ridley Scott had an auspicious start to his film career with 1977's acclaimed period drama "The Duellists" and 1979's "Alien," Tony Scott bombed with his debut, 1983's supernatural romance "The Hunger," with David Bowie and Catherine Deneuve.

He vaulted into Hollywood's top ranks the next time out, with "Top Gun," followed a year later by "Beverly Hills Cop II," both with producer Jerry Bruckheimer.

The two brothers ran Scott Free Productions and were working jointly on a film called "Killing Lincoln," based on the best seller by Bill O'Reilly. Along with countless commercials, their company produced the CBS dramas "NUMB3RS" and "The Good Wife" as well as a 2011 documentary about the Battle of Gettysburg for the History Channel.

Tony Scott said he gained perspective by mixing things up between film, TV and commercials.

"I like changing the pace of my life, changing my discipline. It gives me ideas for how to see the world differently," Scott said in a 2007 interview.

Besides "Unstoppable," Scott worked with Washington on four other movies: "Crimson Tide," ''Man on Fire," Deja Vu" and "The Taking of Pelham 123."

In a tweet Sunday, director Ron Howard said, "No more Tony Scott movies. Tragic day."

Director Jon Favreau tweeted, "Such sad news about Tony Scott. Heartfelt condolences to his family and friends."

Other Scott films include "True Romance," written by Quentin Tarantino, "The Fan," with Robert De Niro, and "Enemy of the State," starring Will Smith.

Scott was married to actress Donna Scott, who appeared in several of her husband's films. They have twin sons.

Completed in 1963, the 6,060-foot Vincent Thomas Bridge links rises 185 feet at its highest point above the Los Angeles Harbor. Many have taken their lives by jumping from the span.

The bridge has been used in many Hollywood productions, among them "Charlie's Angels," ''Gone in 60 Seconds" and "The Fast and the Furious."

Hunt for answers in 'Top Gun' director's death

LOS ANGELES (AP) ? Tony Scott loved fast cars, riding fast motorcycles and creating some of the most memorable action sequences of the past quarter century. He was even planning a sequel to his hit "Top Gun."

Yet, on Sunday, police were removing the director's body from Los Angeles Harbor hours after they say he stopped his car on the towering Vincent Thomas Bridge, and jumped.

His death stunned friends and fans and left Hollywood buzzing about what could have prompted one of the industry's more successful filmmakers to take an 18-story leap to his death. An autopsy and notes he left for loved ones could help investigators Monday as they hunt for answers.

The bridge is a favorite filming location for other action directors, although the 68-year-old Scott apparently never used it for one of his films.

Scott, an avid rock climber, directed more than 15 movies, which included such unforgettable sequences as the dog fights of "Top Gun" and the raw power of a runaway train in "Unstoppable."

As a director and producer, Scott worked with Hollywood's top actors, including Tom Cruise, Denzel Washington, Will Smith, Robert Redford and helped influence a generation of action buffs.

Cruise, who starred in "Top Gun" and confirmed he was working with Scott on a sequel earlier this year, said he'd lost a dear friend. "He was a creative visionary whose mark on film is immeasurable," Cruise wrote in a statement. "My deepest sorrow and thoughts are with his family at this time."

Notes to loved ones were found in his car and another location, Coroner's Chief of Operations Craig Harvey said. The death was being treated as a probable suicide, however an autopsy was scheduled for Monday and an official determination may take several days.

"The family asks that their privacy is respected at this time," said Simon Halls, a spokesman for Scott and his older brother, Oscar-winning director, Ridley Scott.

The bridge where Scott jumped has appeared in "The Fast and the Furious," ''Gone in 60 Seconds," ''Charlie's Angels" and "To Live and Die in L.A." It has been used in filming 13 times since 2011, according to the California Film Commission.

The brothers frequently collaborated on movies and their company also produced the successful TV series "Numb3rs" and "The Good Wife." CBS, which aired both shows, said "one of the brightest lights in the industry has gone out."

Scott, who was born in Great Britain and lived in Beverly Hills, is survived by a wife, actress Donna Scott, who appeared in several of her husband's films, and twin sons. He had been planning a sequel "Top Gun," the movie that helped propel him to other big-budget films.

Justin Timberlake wrote on the site, "His movies made growing up more fun for me."

Unless you live under a pretty large rock you may have heard that the 2012 Olympic Games ? are currently under way. And regardless of what country you?re from you probably know the name Michael Phelps. He is now the most decorated Olympic athlete of all time with 20 medals.

Besides the fact he swims better than some dolphins, what sets Phelps apart is his dedication. He once practiced every day for 5 years! That?s 1,826 consecutive days of dedication. Besides being married, eating and sleeping I have never done anything every day for a 1 year let alone 5.

Michael?s determination and love of his sport serves as an inspiration to many. In an interview with CNN Phelps was asked who inspires him.

?I think one of the coolest things that I loved about [Michael Jordan] was it didn?t matter what he had going on off the court or if he was sick or this or that.?

?He never used an excuse. He came out every single night on the court and did what he had to do to get his job done. That?s what champions do. It doesn?t matter what else is going on when you walk in to your arena, whatever you excel at, you?re there to take care of the job that you have to do.?

Some people treat getting out of bed each day like a victory. Countless athletes peaked in high school or college and let their passion for a sport dwindle after that. Even some Olympians call it good after winning a medal and even fewer after achieving gold.

Not Michael Phelps. He is finally retiring, but a champion of his caliber only said ?enough? after 20 Olympic medals. He is ?finished? after 20 years of swimming.

Global shares hit three-month high on ECB hopes; euro, oil gain

NEW YORK (Reuters) - World stocks rose to a new three-month high and the euro gained on Tuesday as investors drew encouragement from signs that Europe is edging toward resolving its debt crisis even as the economic impact in the region worsens.

Global markets have enjoyed a strong run this week after the European Central Bank indicated it may start buying government bonds again to ease the pressure on Spain and Italy, albeit under strict conditions that have yet to be fully worked out.

Investors are also watching to see if the Federal Reserve will take any fresh measures to bolster the U.S. economy. Boston Federal Reserve Bank President Eric Rosengren on Tuesday repeated his call for the central bank to expand monetary policy, saying the economy is only treading water and inflation is not a problem.

Many analysts expect the Fed could launch a third round of bond-buying, known as quantitative easing, when it next meets in mid-September. But Dallas Federal Reserve President Richard Fisher told Reuters that taking new steps so close to November's presidential election would be a mistake.

U.S. stocks were higher in the late morning with the S&P 500 hitting the psychologically important 1,400 level for the first time since early May.

Oil prices extended gains on expectations of further economic stimulus, as well as supply worries with falling North Sea output expected in September, Middle East tensions and the Gulf of Mexico hurricane season. Brent crude futures pushed above $111 a barrel.

Highlighting the importance of quick action, data showed economic powerhouse Germany took a bigger hit than expected in June with industrial orders falling 1.7 percent. Contracts from the euro zone fell by 4.9 percent.

The softening data "is going to force the ECB to take action and is probably going to mean more Fed stimulus," said Peter Cardillo, chief market economist at Rockwell Global Capital in New York.

The cautious hopes that Europe's three-year crisis was edging toward a solution lifted the MSCI world equity index <.miwd00000pus> 0.8 percent, its highest level since early May.

The Dow Jones industrial average <.dji> gained 84.88 points, or 0.65 percent, to 13,202.39. The Standard & Poor's 500 Index <.spx> rose 11.25 points, or 0.81 percent, to 1,405.48. The Nasdaq Composite Index <.ixic> climbed 32.18 points, or 1.08 percent, to 3,022.09.

Equities markets have enjoyed renewed demand from investors over the past three months as high-rated government bond returns have fallen sharply due to demand from investors seeking safety from the troubles in Europe, increasing the relative attractiveness of blue-chip stocks.

European shares had a choppier day after the disappointing German data, while Italy's recession extended into a fourth consecutive quarter.

Oil stocks got a boost from rising crude prices, helping the FTSEurofirst 300 index <.fteu3> of top European companies provisionally finish up 0.7 percent.

SKEPTICS REMAIN

A sharp drop in shares of Standard Chartered Plc after New York's bank regulator threatened to tear up its state banking license weighed on European bank stocks.

"We're more enthusiastic about oil stocks than banks. Higher oil prices will be beneficial and equity markets are continuing to be supported by the fact that central banks appear ready to ride to the rescue," said Cheviot Asset Management partner David Miller.

Standard Chartered plummeted more than 16 percent after the New York State Department of Financial Services said the British-based lender hid $250 billion in transactions tied to Iran.

The euro was still basking in the glow of ECB President Mario Draghi's promise that the central bank was "ready to do whatever it takes to preserve the euro", and the expectations it would intervene to help Spain and Italy.

The euro climbed 0.2 percent to $1.2420. It hit a one-month high of $1.2443 on Monday before paring gains.

However, investors remain cautious about the next steps, as ECB action can be triggered only when a country decides its finances are in such bad shape that it needs a bailout, which could arouse new fears about the whole region.

"Skeptics remain and the ECB will have to replace rhetoric with action sooner than later for this upward move to gain any momentum,' said Matthew Lifson, senior trader and analyst at Cambridge Mercantile Group in Princeton, New Jersey.

"There are still people predicting the $1.2000 level in the euro by year end."

The ECB could resume bond buying - possibly as soon as September - which will target shorter dated sovereign debt and aim to complement the combined firepower of the region's two bailout funds while keeping the pressure on governments to reform.

But the euro zone's new permanent bailout fund has yet to be formally approved by paymaster Germany and rules governing any ECB bond buying still have to be agreed by internal committees at the central bank.

Brent crude for September delivery rose $2.09 to $111.64 a barrel, climbing above $110 a barrel for the first time since mid May. U.S. crude jumped $1.23 to $93.43.
